No, shell tabs work from any view. The dashboard is the default tab so new users land somewhere actionable.

Does the dashboard show per-user or org balance?

Wallet and API usage are org-scoped. Seats share the same metered pool; admins manage access during beta.

Can I customize dashboard widgets?

Not yet, layout is fixed for clarity. Report Canvas is where you build custom analytic boards.
